No person, firm, company, corporation or association shall construct, install, maintain
or operate a cable system within the City or within any public property of the City;
nor install cables, lines, fiber optic lines or facilities or connect other facilities,
either directly or indirectly, to previously existing cables, lines, fiber optic lines
or facilities that are in or cross any of the streets, highways or public rights-of-way
within the City for the provision of cable service or as part of a cable system unless
a franchise has first been obtained pursuant to the provisions of this Chapter, and
unless such franchise is in full force and effect. Such franchise shall not obviate
the requirement for any other license or permit which may be legally required of a
grantee in order to conduct such a business.
